User Accounts for your Paypal Account are only available in Business subscriptions. Meaning, not the free Paypal accounts. They are very important to understand and use when granting access to your Paypal account to other people. User Accounts can be added with specific permissions attributed to them by means of simple checkboxes.
For instance, you may want to give your web developer the ability to configure a PAYMENT button for an online product or setup a payment processing API for your ecommerce store. At the same time, you would not want that developer to be able to send cash out of your Paypal account or add new users. So those latter permissions would be restricted on the new Developer account you create.

Use your PayPal Business account to add users to your account, create multiple logins and access levels, and assign specific privileges, so your employees can complete tasks for you. For example, you can assign privileges to your accountant, administrative assistant, or developer if you have people in these roles.
